Blatter is seeking a fourth term as FIFA president and is being challenged by Asian confederation chief Mohamed Bin Hammam.
The 75-year-old told UEFA's Congress in Paris on Tuesday that if he wins he will definitely stand down in 2015, saying: "You know very well that I am a candidate for the next four years as FIFA president but these will be the last four years for which I stand as a candidate."
He added: "Together we have the task of bringing together the adventure we have started.
"We want to ensure a better future for our youth."
The new president will be elected at a Fifa Congress which starts on 31 May.
With Bin Hammam vowing to increase Fifa's decision-making power and spread its considerable wealth, Blatter is facing his first challenge since Issa Hayatou took him on - and lost - in 2002.
Bin Hammam is also currently attending the Congress for European football's governing body, Uefa, as they lobby federation presidents for their vote on 1 June in Zurich.
Uefa members make up more than one quarter of the maximum 208 Fifa voters that Blatter and Bin Hammam will attempt to woo.
The winner needs a two-thirds majority of valid votes cast in the first ballot, or a majority in the second.
Fifa has set an 1 April deadline for other candidates to be nominated by a single member federation.
"We are in extra time," said Blatter, referring to the time left before the election. "Let's wait and see what the outcome will be."

Owen Hargreaves ready for Manchester United comeback
Owen Hargreaves is set to make his long-awaited return from injury in Manchester United's Premier League match against West Brom on Saturday.
The 29-year-old midfielder has not started a match since September 2008 because of a chronic knee problem."Owen should play some part on Saturday," the player's knee surgeon Dr Richard Steadman told BBC Sport.
"Our physical therapist, Luke O'Brien, has been working very closely with United's coaches on his rehab."
England international Hargreaves underwent surgery on each of his knees at Steadman's clinic in Vail, Colorado, in 2008 and his recovery has been beset by problems.
His last appearance for United came in May, when he played for the final three minutes of the Premier League match against Sunderland.
Hargreaves was expected to be fit for the start of this season but suffered a setback during the summer and had to return to Colorado for further work with Steadman.
The surgeon conceded: "It's been a long road back and there have been some setbacks along the way.
"But I've got a lot of admiration for the way Owen has responded - he's worked very hard and has never given up. Things are looking good for him now."
Hargreaves joined United from Bayern Munich in July 2007 but his last start for the Old Trafford outfit came in the 1-1 draw with Chelsea in September 2008.

• Rooney picked up ankle injury during draw with Bolton
• Striker went off during second half at the Reebok Stadium
Wayne Rooney has been ruled out of Manchester United's Champions League game against Valencia on Wednesday due to an ankle injury picked up during yesterday's draw against Bolton Wanderers.
Sir Alex Ferguson has told club officials the 24-year-old will not be fit enough to make the trip after being withdrawn during the second half of yesterday's game.
It is unclear how long Rooney will be out for, but he could possibly miss United's trip to Sunderland on Saturday, while England will hope the striker will be able to participate in their Euro 2012 qualifier against Montenegro on 12 October.
Some may feel it is a good time for Rooney to have a break. On ESPN yesterday, the pundit Kevin Keegan voiced his concern for the striker, who has scored only one goal for United this season, a penalty against West Ham United.
Meanwhile Nemanja Vidic has told his team-mates to cut out the defensive lapses that are wrecking their title bid. United have conceded nine goals in five Premier League games so far this season, and are three points behind the leaders, Chelsea.
"It is a big concern that we are conceding so many away goals," said Vidic. "We have to stop doing it. We cannot let it happen again.
"Over the last few years we haven't given that many goals away or even allowed them so many chances. Before we have always looked strong, so this is not what we are used to. We have to play much better in our away games."

Owen Hargreaves is back in training and close to giving Sir Alex Ferguson a selection problem.
The boss told MUTV in an exclusive interview this morning: "Owen Hargreaves has come back training, he trained yesterday with the first team. He looked very good. I was surprised actually how good he was looking.
"It's an extra string to our bow, bringing him in at this time. After being out for so long, we'll obviously have to monitor him and see how he's going to progress in the next few weeks. But it's good to see him back.
"Because he's been out for so long you have to see whether there's going to be a relapse. That's the first thing on our mind at the moment but having watched him in training yesterday if he continues that way he's going to give me another selection problem, no question about that."
The boss has received a further boost with Michael Carrick also on the road to recovery.
"Michael started training last week," confirmed Sir Alex.
"He had that injection on his Achilles to settle it down. It was nothing serious, just one of those niggling little problems you can get with your Achilles, particularly at the start of the season when grounds are firm. But he's fine, he's started training."

Hargreaves has not started a Manchester United game since September 2008 and many feared his career could be over.
But the renowned Dr Richard Steadman told BBC Sport: "Things are looking good for Owen, it's all worked out.
"He's close to playing fitness, although it's obviously up to United to decide when he plays a match."

Bayern Munich midfielder Bastian Schweinsteiger has revealed that he had once begged the club's former midfielder Owen Hargreaves for his boots.
Reflecting on his development and growth at the Bundesliga outfit, the Germany international looked back at the years he had as a child and also revealed a few old memories.
"I was a ball-boy at the stadium, it was always fantastic being up close to the pitch, watching the stars," said the 26-year-old to Bayern's official website.
"Elber, [Oliver] Kahn, [Jens] Jeremies, [Thomas] Linke, [Mehmet] Scholl – and a couple of years later, I was playing alongside them. I also watched them train as often as I could, after I’d cycled back from school to the club’s youth hostel.

Sir Alex Ferguson, and his fellow top-flight manager's had until 17:00 BST on Wednesday 1 September to submit a squad of a maximum of 25 players* to the Premier League.
There had been some media debate as to whether Hargreaves, still currently receiving treatment in the US for a tendonitis problem that his limited him to one substitute appearance since September 2008, would make the final squad. But he has been included.
United's Champions League squad has also been submitted to UEFA, European football's governing body, and now has to be verified before being confirmed.
*Premier League rules state that each club must submit a squad, maximum 25 players, containing eight home-grown players (players trained in England or Wales for 36 months before the age of 21), with an additional unlimited number of players aged 21 or under on 1 January that year.

Sir Alex Ferguson admits the majority of Manchester United's World Cup stars are unlikely to feature in the club's Premier League opener against Newcastle United next month.
England's Wayne Rooney and Michael Carrick, the France and South Korea captains Patrice Evra and Park Ji-sung, Serbia's defender Nemanja Vidic and the club's new signing, Javier Hernández of Mexico, were United's six representatives in South Africa.
Rio Ferdinand is hopeful of being fit for the start of the season after injury prevented him captaining England, while Nani was in the squad which flew out for a pre-season tour of America after being ruled out of Portugal's campaign.

Sir Alex Ferguson told MUTV: "The bad news is that Owen Hargreaves is back in America seeing the specialist. He won't be ready for the start of the season. I don't know when he'll be back."
The midfielder was sidelined between September 2008 and April 2010 and required surgery on both knees but did return to action at the end of last season. He played 45 minutes for the Reserves before making a brief appearance off the bench in the first-team's final away fixture at Sunderland.
There’s plenty of positive news for United fans, though, with the boss confirming three key men should recover from injury in time to line up for the start of the season.
“Antonio Valencia should be okay and Nani should be ready for the start of the season, too. Michael Owen is doing great – he’s doing all his work in the gymnasium every day. I don’t think he’ll be fit to go to America but he should be ready for the start of the season.”
The boss also revealed Rio Ferdinand faces a battle to be fit for the Reds’ first league test, at home to Newcastle United on Monday 16 August, although admitted it will be a race that’s run close.
“It depends on how his progress is over the next few weeks,” he said.
Meanwhile, Brazilian midfielder Anderson remains on track to return from a cruciate knee injury in late September.
“He’s doing fine, he’s working hard, but it will be late September.”

Carragher will be named on Tuesday in Capello’s preliminary 30-man squad for the World Cup, having been talked out of retirement in a series of secret discussions with Franco Baldini, the England general manager and Capello’s right-hand man.
Carragher, 32, had rejected several approaches from Capello and his predecessor, Steve McClaren, since announcing his retirement from international football in July 2007, but, against all expectations, the Liverpool defender has finally been persuaded to return to the squad.
The news comes as a shock, given Carragher’s previous intransigence and some of the outspoken comments he made about England in his autobiography in 2008, but Capello and Baldini made a concerted bid to entice the Liverpool vice-captain back into the fold amid concerns about their defensive options for the tournament.
Carragher’s versatility means he would travel in the final 23-man squad as understudy to Glen Johnson at right back and as cover in central defence. With Capello determined to take Rio Ferdinand and Ledley King, despite their injury problems, as well as John Terry, it leaves players such as Wes Brown, Phil Jagielka, Matthew Upson and Joleon Lescott in danger of missing out on the finals.
In another dramatic development, Owen Hargreaves has re-emerged as an outside bet for the preliminary squad after an injury to Gareth Barry, the Manchester City midfield player. Barry is in serious danger of missing the World Cup after being told that his ankle injury could take anything between three and eight weeks to heal, leaving Capello to consider a call-up for one of Hargreaves, who has just returned to action for Manchester United after 19 months out with a serious knee injury, Tom Huddlestone, of Tottenham Hotspur, or Scott Parker, of West Ham United.

Sir Alex Ferguson has hinted he will not blood Owen Hargreaves back into his first-team amid reports he will not play for Manchester United this season.
The Canada-born England international has not played for the Red Devils since September 2008 after undergoing surgery on both knees but has been gradually stepping up his rehabilitation in recent months.
Hargreaves was part of United's squad that lost 2-1 at home to Chelsea recently and it was expected that he would feature between now and the summer.
However, Ferguson has done little to quash reports that Hargreaves will not return until next season by hinting he has more than enough options currently vying for midfield places.
"It is difficult to say when Owen will be back; he is training well and I had him in the squad for the Chelsea game," stated Ferguson.
"His training performances have been fine but I think at the moment midfield is not an issue for us because we have plenty of alternatives."
