i don't mean to offend any reus fans here but for some reason i'm not really shocked with the fact that he "didn't bother" to get a license. i always got the impression that he is kinda dense. lol

They have various checks in England. For instance, it's a criminal offence to drive a car sans licence. I'm glad he got a huge fine.

I can't even fathom how he managed to BUY a car w/o showing a license. Any American car dealership would want to see a driver's license and insurance card before they'd let you drive off the lot. WTF. o.O

IA! Especially with the flash cars he has, he'd be doing a... test drive, no? How wasn't that flagged. He got off though, they charged him 90 days wages. If it had been 91, he would have had a criminal record, so I gather. Nice for some!

Neither is their business, really. Anyone who is allowed to do business can buy a car (say, a parent who doesn't drive themselves might want to buy one for their child), and insurance has nothing to do with the sale. The car needs to be insured so it can be legally driven in traffic, and the person driving is needs to have a license, but anyone can own a car without having a license as long as they don't drive it themselves. The car dealership isn't responsible for either, that's between the people buying the car form them and the law.
