That's what it seems to look like at this point, yes. And as his manager said in what I quoted earlier, he started the driving before he was so well-known, and then later going back to take the tests wasn't possible without being caught, so he apparently decided to do the ostrich-head-in-the-sand thing hoping it wouldn't come out.

I mean, the intelligent thing his advisors should have made him do would have been to report himself to the police, which would likely have given him a less grave sentence and maybe even allowed him to keep the whole affair secret, and then finding an arrangement for driving lessons. I'm sure they could have found a school willing to teach him in secret. If anyone else knew about this, which I would expect, they didn't advise him well at all. And he would have needed some good advice, with the level of maturity this whole thing proves.

oh i know! i'm just a little baffled at the idea of not bringing your license with you driving, let alone not getting it at all and still driving regardless. (my original comment was unclear, my bad :3)
