My library card didn't have a picture, just my signature. I doubt anyone would've accepted it as a legit ID, but it was all I haaaad (until I got my permit/license). I still have my 2nd library card in my wallet, actually. I refused to let them switch it over to a new card/number when they switched to a new checkout system (they were just being lazy and didn't want to troubleshoot it at first).
I was trying to remember what was done for standardized tests, and I think they were generally held at my school and run by our teachers. So, it was more likely that they knew you and you couldn't pretend to be someone else that easily. I only took AP English, but our teacher ran that test in our school library (the librarian might've filled in for part of it, too).
