Neither is their business, really. Anyone who is allowed to do business can buy a car (say, a parent who doesn't drive themselves might want to buy one for their child), and insurance has nothing to do with the sale. The car needs to be insured so it can be legally driven in traffic, and the person driving is needs to have a license, but anyone can own a car without having a license as long as they don't drive it themselves. The car dealership isn't responsible for either, that's between the people buying the car form them and the law.
