Yes (although, as another commenter said, they now will need to be renewed). My father had his, from the sixties, renewed somewhere around 2002 or so, but that was because it was the old thing generally nicknamed a "washcloth" and had been through the actual wash several times.

As mentioned above, we don't use it as a photo ID, so the need to have a current photo on it is not pronounced.
